Cumberland County

Cumberland County is one of the 10 North Carolina counties participating in Thriving Hearts. From now through 2030, Thriving Hearts will be working with the Cumberland County Health Department to improve maternal health outcomes in the county. Our collaboration builds on current maternity practices and ongoing efforts to improve the quality of care for community members during the pregnancy and postpartum period. Cumberland County is considered a large county based on their number of births each year. Cumberland has 3 Perinatal Community Health Workers (PCHWs) connecting patients and birthing persons to community resources.

Cumberland County Health Department Director of Nursing

Dr. Krystle Vinson has been in nursing for over 29 years. She began her nursing career as an LPN and worked in that capacity for 8 years before becoming a Registered Nurse. Krystle earned her Associate’s Degree in Nursing from Fayetteville Technical Community College, BSN from Fayetteville State University and her MSN with a concentration in Nursing Leadership from East Carolina University. Krystle completed her Doctorate in Nursing Practice, with a concentration in Nursing Leadership from East Carolina University in July of 2018. In December of 2020, Krystle earned a Post Master’s Degree in Nursing Education from East Carolina University.

Krystle has worked in Public Health for over 22 years. Eight of those 22 years was with the Cumberland County School System, where she worked as an Exceptional Children Nurse. Krystle is currently the Director of Nursing at Cumberland County Department of Public Health (CCDPH). She serves on a variety of committees within the agency and is an active member of several boards. July of 2025 will make fourteen years that she has been with CCDPH. Becoming a nurse has fulfilled Krystle lifelong dream and working in Public Health is the icing on the cake.

My employment background for over 20 years has been in public service. I am a dedicated professional with a Diploma in Health Care and Information Management with hands-on experience within my community. My goal as a Community Health Worker is to serve as a trusted liaison during pregnancy and postpartum. Cumberland Perinatal Community Health Worker

My name is Subrena Guy, and I am originally from Maryland. I serve as a Community Health Worker for the Thriving Hearts Program, supporting pregnant individuals and families throughout Cumberland County. I hold a bachelor’s degree in early childhood education with a minor in Business Management, and I have over five years of experience as a health educator dedicated to strengthening maternal and child health outcomes. In my role, I assist low-income community members by providing health education, connecting families to community resources and events, and offering parenting support as a Level III Triple P provider. I also participate in the medical-legal partnership and serve as a trusted link between pregnant individuals and the health and social services needed to achieve healthy pregnancies and healthy babies.

I helped build the Healthy Start Program, designed the Healthy Start Pregnancy Calendar, and lead major community initiatives including the Healthy Start Fair, the Medicaid Panel Discussion Seminar, and co-leading the Men’s Health Fair. I am also an active member of the Breastfeeding Coalition, the Perinatal Task Force, and the Triple P Parenting Program. My work is rooted in compassion, cultural humility, and a commitment to reducing barriers, so families feel empowered, informed, and supported at every stage. Outside of work, I enjoy reading, gardening, walking, traveling, and spending meaningful time with family, especially when hosting celebrations or uplifting others.

The Family Advocacy Program is responsible for the prevention of and response to child abuse and neglect and domestic abuse/intimate partner violence in military families. It works with civilian social service agencies, military and civilian medical providers, law enforcement, legal personnel, chaplains, and child and youth programs to provide a coordinated community response. The goal of the program is to promote the prevention, early identification, reporting and treatment of child and intimate partner abuse.

Program services vary by installation, but generally include:

• Public awareness campaigns, education and support for individuals, couples and parents
• Parenting support at every age and stage, including New Parent Support Program home visits for expectant parents, new parents and families with young children
• Safety planning, advocacy and support for domestic abuse victims
• Clinical treatment for abusers and all affected family members as appropriate

We know that each woman’s childbirth experience is unique. With this in mind, we offer several birthing options to meet diverse needs and expectations.

At our birthing center, we prioritize the individual needs of each mother. Our aim is to make childbirth a safe, memorable experience, honoring the unique journey of each family.

Our 15 Labor, Delivery and Recovery (LDR) suites are equipped to provide comprehensive care in a single, private room. These spacious rooms foster a homey atmosphere while ensuring that all necessary medical support is available.

Our team is committed to working together for your comfort and safety. Your provider, our anesthesia staff and our nursing team collaborate to offer various pain management options, including epidural anesthesia.

After delivery and recovery, we encourage “rooming in”, which allows mothers and their newborns to bond. This is facilitated through our Family Centered Care Unit (FCCU), where a dedicated nurse provides care to both mother and child.

Recognizing the importance of breastfeeding, we have certified lactation consultants on staff. Along with our knowledgeable nursing team, they’re here to support and assist breastfeeding mothers.

Open to parents in their 3rd Trimester or families who have had a baby in the past 3 months and are rank E5 and below. Baby Bundles deliver essential care items for newborns to families. The bundle includes essentials such as a blanket, clothing, baby wipes, book, diapers, educational toys, and more. Being a new parent is hard, being a new military parent is even harder. Baby Bundles aim to make the challenges of welcoming the newest member of the military family a bit easier and help offset the financial burden of acquiring basic supplies.

Second Harvest Food Bank of Southeast North Carolina was established in 1982, we are a nonprofit organization that has provided food for people at risk of hunger in 7 counties for over 36 years. We serve a network of more than 260 partner agencies such as soup kitchens, food pantries, shelters, and programs for children and adults through distribution centers in Bladen, Cumberland, Duplin, Harnett, Hoke, Robeson, and Sampson counties.

Sadly, food insecurity remains a serious problem in southeast North Carolina as thousands struggle to access nutritious and adequate amounts of food necessary for a healthy life. SHFB takes a strategic, multifaceted approach that provides assistance to those in need in our service area.

The Baby Store is a prenatal health promotion program that aims to create healthy moms and healthy babies. Health Department clients earn (baby bucks) by attending their prenatal care appointments and participating in health education programs such as smoking cessation, childbirth, parenting, and breastfeeding classes.

Clients with children who visit the Women, Infants and Children (WIC) program; Women’s Health Clinic, Family Planning Clinic; Child Health Clinic; Immunizations Clinic as well as participants in the Care Coordination for Children; Pregnancy Care Management, Adolescent Parenting Program (APP) and newborn visit programs can also earn bucks.

Once bucks are earned, they can be used at the Baby Store to purchase up to five items such as diapers, baby wipes, clothing and more. Must be a client of Cumberland County Department of Public Health.

The birthing unit at Womack Army Medical Center consists of:• 9 birthing suites (Labor/Delivery/Recovery)
• 4 outpatient triage rooms
• 2 operating room suites
• 2 bed recovery room for Post-Surgical care of a cesarean section delivery

The unit has open visitation hours and family members are welcome to remain in the birthing suite during the delivery of the infant, as the mother desires. 

Triage and PACU Recovery only allows one visitor at a time and no children are allowed for safety reasons. The mother and infant remain in the birthing suite for 1.5 to 2 hours after delivery before transferring to the Mother Baby Unit.

Womack Army Medical Center averages 200-300 deliveries and 600-800 outpatient visits per month. We have a friendly staff of physicians, midwives, and nurses who are committed to bringing you and your family excellent care.
