Guilford County

Guilford County is one of the 10 North Carolina counties participating in Thriving Hearts. From now through 2030, Thriving Hearts will be working with the Guilford County Health Department to improve maternal health outcomes in the county. Our collaboration builds on current maternity practices and ongoing efforts to improve the quality of care for community members during the pregnancy and postpartum period. Guilford County is considered a large size county based on their number of births each year. Guilford County will have 3 Perinatal Community Health Workers (PCHWs) connecting patients and birthing persons to community resources.

Jean Workman Elms

Jean Workman-Elms has over 30 years of professional experience inspiring the vision women, children and families are powerful extraordinary, and worth protecting. While she began her career in HIV prevention, she spent over 20 years in adolescent sexual health working to reduce teen pregnancy on the local, state, and national level. Jean returned to the Guilford County Department of Health and Human Services, Division of Public Health in 2019 to lead their infant mortality reduction efforts, launching a collective action strategic plan in 2021 that addresses the impact of structural racism on maternal health outcomes. She rebranded the program to Every Baby Guilford whose mission is to ignite and mobilize Guilford County through partnerships and unified strategies to eliminate disparities and prevent infant deaths. Jean has a Bachelor of Science degree in Community Health Education from UNC Greensboro and a Master of Arts degree in Nonprofit Management from High Point University. She is the proud mother of two young adults where she has tirelessly work to build their competence, confidence, and connectedness for navigating the world with success.

Guilford County Department of Public Health is NC’s first full time health department and our nation’s second. According to former Guilford College History Professor Alexander R. Stoesen’s historical compilation, typhoid fever, smallpox, infant mortality, and vaccinations for school children were major local issues that desperately needed to be addressed.

On May 1, 1911, a delegation of residents went before the Guilford commissioners asking that “a competent physician” be hired as a health officer, “to give his entire time to looking after the health of the County.” Preventing disease and promoting health is what the Guilford County Department of Public Health continues to do more than 100 years later.
